DVIDS – News – NSWC Dahlgren Division Chief Engineer’s Impactful Leadership Leads To Selection For Navy Civil Service Commendation Medal

What defines a leader? According to Merriam-Webster, a leader is defined as a person who leads, guides, or directs as well as commands authority and influence. The diverse and talented personnel within the Naval Surface Warfare Center Dahlgren Division (NSWCDD) workforce demonstrate outstanding leadership every day as they perform their duties in their respective roles.

Robert “Bob” Throm is one such individual at NSWCDD, recognized for his exemplary leadership and extensive technical experience supporting Dahlgren employees and developing combat systems in warfare.

The Department of the Navy (DoN), Naval Sea Systems Command and NSWCDD Command and senior leadership selected Throm as a 2022 recipient of the Civilian Service Commendation Medal (CSCM) award in recognition of his attributes and achievements in leading multiple teams for a total of over 1,000 public and contract personnel.

In addition, Throm has also played an integral role in the development and execution of 43 different research, development, test and evaluation projects that have impacted the fleet and the fighter.

The CSCM award is the DoN’s fourth-highest honorary award given to a civilian employee who exhibits high-level performance well above expectations and provides significant contributions and achievements throughout the Navy.

“It is an honor to be selected for the award. I really appreciate the time and work it takes for my department and division leadership to complete the nomination process on my behalf,” Throm said. “Just knowing that there are people out there who notice the work I am doing, all the ‘great job the team is doing, it’s a good feeling.’

After earning an electrical engineering degree from Penn State University, Throm met with NSWCDD recruiting staff and accepted a position as an engineer developing on-board traffic jam systems in 1991.

Since joining the NSWCDD workforce more than thirty years ago, Throm shares his technical knowledge, experience and mentorship with his team and new hires, pioneering cutting-edge technological advancement in the next generation of scientists and engineers. “What I believe Dahlgren brings to the table is the opportunity to discover and expand knowledge,” Throm said. “We encourage our workforce to move between projects, talk to people in other areas, explore possible career paths, find what they like to do and open the door for them. I enjoy helping grow people through mentoring and sharing information.

As Chief Engineer for the Naval Computing and Cyber ​​Systems Engineering Division within Dahlgren’s Strategic and Information Systems Department, Throm instills technical rigor, discipline, and delivery of all projects across the division, using a variety of metrics to monitor the conception of each project by executive phases.

Throm ensures that projects obtain complete and accurate statements of work, have good staffing plans, systems engineering plans and system configuration plans, as well as risk mitigation plans and performance indicators, while maintaining compliance. He reviews and implements solution-based actions if a project fails in any of the above areas. “What we do impacts the fleet and the fighters. We want to make these systems easy to operate for our sailors so they feel protected and can protect themselves.”

According to the award citation, Throm “investigated issues at all levels of the organization to ensure risks were captured and managed for all projects, responding quickly when technical issues were identified, ensuring projects created an executable path to the success. His impact will live on for many years through the people, technical solutions and improvement initiatives that she has championed.”

John Quincy Adams once said, “If your actions inspire others to dream more, learn more, do more, and become more, you are a leader.” Throm’s leadership, technical expertise, dedication and drive to help grow a skilled and tech-savvy workforce and deliver the highest quality products for fleet and fighter alike mirror the qualifications of a DoN CSCM winner.
